[WMS] Add Waybill# searching in WMS outbound order inquiry

      Description

      Now, the user can only search the outbound order by using waybill# in OMS. This searching criteria is missing in WMS outbound order inquiry. If the user account is not allowed to enter OMS, the operator can't even filter out the specific shipping order.
